Apparently, these changes were never adequately promulgated by "Taco Bell" (TELNOR). We had to figure this out by talking to people and poking around the web. This outline should hopefully help clear the confusion.
NOTE: Section IV refers to dialing a Mexico cellular carrier from the U.S.A.
I. CODES:
A. Area codes (LADA):
- Ensenada: 646
- Mexicali & San Felipe: 686
- Rosarito: 661
- Tijuana: 664
B. Long Distance access code:
- Within Mexico: 01
C. International access codes:
- From Mexico to the U.S.A.: 001
- From the U.S.A. to Mexico: 011
- The "Country code" for Mexico is 52. Therefore, to dial a (TELNOR ONLY) Mexico land-line phone number from the States, the country code is entered after the international access code. Example: 011.52.664.123.4567 would be used to dial a 7-digit phone number in the Tijuana exchange from the U.S.A.
II. LAND LINE CALLS IN MEXICO:
A. Local calls - dial the 7-digit number: 123.4567
B. Long distance calls - dial 01 + area code/LADA + 7-digit number: 01.664.123.4567
C. International calls to U.S.A. from Mexico - dial 001 + area code + 7-digit number: 001.619.123.4567
III. LAND LINE (TELNOR ONLY) AND MEXICAN CELLULAR CALLS:
A. Local call to cellular phone - 044 + area code/LADA + 7-digit number: (calling from Tijuana to a Tijuana cell phone): 044.664.123.4567
B. Long distance calls originating in Mexico, to Mexican cellular phones: 045 + area code/LADA + 7-digit number. (example - calling an Ensenada cellular phone from Tijuana: 045.646.123.4567
C. The old method of calling long distance to a cellular (01.646.123.4567) is no longer in use. If you try it, you will obtain a recorded error message.
IV. Calling from the U.S.A. to a Mexican cellular:
A. 011.52.1 + area code/LADA + 7-digit number
B. To prevent accidental calls to cellular phones from the U.S.A., the Mexican telephone commission has now inserted the "1" digit between the 2-digit Mexican country code (52) and the 3-digit LADA code.
IV. NEXTEL:
- All NEXTEL cellular phones are dialed like a regular land line (fixed) phone. See paragraph II. above.
The Mexican government is imposing at least a 14 cents/minutes surcharge for calls from the U.S.A. to Mexican cellular phones.
NEXTEL customers who were paying $5.00/month for unlimited calls to Mexican border towns and 5 cents a minute elsewhere will now pay an extra 18 cents a minute.
The new U.S.A. surcharge does not apply to calls made to land line phones in Mexico, or push-to-talk services such as NEXTEL's "direct connect."
Most of the money collected will go to companies controlled by Carlos Slim. Slim controls Telmex and America Movil. He is reportedly the world's richest man.
